Den ekonomiska effekten av Nord Stream 2 – analys av Arthur D. Little

En nyligen genomförd studie av Arthur D. Little (ADL) – “The economic impact on Europe of the Nord Stream 2 Project” – analyserar de ekonomiska konsekvenserna för EU av det pågående projektet att anlägga två nya rörledningar från Ryssland till Tyskland. Studien uppskattar att det totala värdet av rörledningarna uppgår till €5,15 miljarder. Det kommer att skapa 31,000 heltidsarbeten inom EU över de 5 år som projektet pågår. Dessa omfattar flera industrisektorer. BNP ökar med €2,25 miljarder.

Det totala ekonomiska bidraget till Sveriges ekonomi från Nord Stream 2 uppgår till €300 miljoner (SEK 2,7 miljarder). Detta 1,700 heltidsarbeten i Sverige över fem års tid och ökar Sveriges BNP med €160 miljoner (SEK 1,5 miljarder).

Nord Stream 2 är ett stort infrastrukturprojekt för naturgastransport genom Östersjön som kommer att öka transportkapaciteten till Europa med 55 miljarder kubikmeter per år. Rörledningarna ska komplettera de två som redan lagts ut tidigare. De syftar till att tillhandahålla säker och tillförlitlig gastransport till den Europeiska marknaden, där efterfrågan på gas kommer att förbli stabil. Kapaciteten behövs framförallt för att fylla det importbehov som uppstår p g a snabbt sjunkande produktion av gas inom EU.

Studien har beställts av Nord Stream 2. Dess syfte är att belysa de direkta, indirekta och inducerade effekterna av projektet på EUs samlade ekonomi, och på de enskilda länder där projektet har utfört eller kommer att låta utföra arbete. Studien uppskattar alltså inte bara de direkta effekterna av de aktiviteter som projektet medför, utan också de ekonomiska ringverkningar det får genom återinvesteringar i andra värdekedjor och i hushållskonsumtion. Analysen är gjord med hjälp av ett vedertaget ekonomisk modelleringsverktyg (IMPLAN) som bygger på underliggande statistiska databaser för olika länders ekonomier.

De mest påtagliga effekterna uppstår i länder som direkt berörs av väsentliga projektrelaterade aktiviteter – Ryssland, Tyskland, Finland och Sverige, men också i länder som traditionellt sammankopplas med olje- och gasverksamhet och där många av de anlitade företagen har sin hemvist – Nederländerna, Storbritannien, Norge och Italien. Dessutom berörs länder där stora internationella leverantörer har sina huvudkontor.
